Is it possible to convert visible light to ultraviolet light utilizing filters?  Where can one procure such filters?

Actually UV or visible light depends upon at what frequency the light source itself is generating light. I have sofar never seen such a system.

No. The photon's energy is proportional to the frequency,
to convert visible to UV you would have to INCREASE
its energy.

You can use visible photocell- amplifier - UV source.
Here the amplifier supplies the additional energy.

Remember a filter only removes light wavelength and does not convert them. But somebody may have a laser scheme to do this.
