46mm would commonly be pefectly OK as a displacement of an elbow in a suitable loop configuration. However perhaps you should be more concerned with stresses and loads.

axial displacement of 46mm to be check at piping Layout drawing.
whether this 46mm axial displacement is Clashing with nearest piping or structure?
Max acceptable Axial Displacement is + or - 50mm
Max acceptable lateral Displacement is + or - 100mm
Depends upon project specification

The max acceptable displacement quoted is totally of the top of someone's head.
Whether or not the displacement quoted is acceptable is a function of:
Axial movement permitted by supports and general clearance to allow expansion.
Length of loop offset to absorb expansion.
Bending stress in the loop elbows.
Axial stress in the expanding pipe.
Axial force acting on line-stops.
