If the conc (column) load is 12K, and the pt sog can take 11K, do we design the footing under the pt sog "very" conservatively for the entire 12K, or what?
The footing would then look "large" according to the former, because frequently the brg allow for pt sog is only 1200 psf or so.

The definition of a structural engineer: overdesign by a factor of 1.999, instead of the usual 2.
