Please see post by same name in Geotech/foundation engineering. Maybe I should have posted it in Structural first because I'm not getting the feeling the Geotech people appreciate how big this issue could be.

Or maybe I am over thinking the issue. HELP!

The definition of a structural engineer: overdesign by a factor of 1.999, instead of the usual 2.
