I am reviewing a welding procedure PQR. It is for a plate welded in 2G position, but the actual part is a bellows circumferential weld to machined components on either end. it is likely to be a rolling 2G instead. Does a 2G qualify a rolling 2G?

If we are thinking about the same thing, it is typically designated as 1G-R, as the weld puddle is very near the top of the part. Also, watch out for which side of top-dead-center the puddle is on - a lot of times GMAW/MAG is done 1G-R downhill.

Thus the answer is yes, the 2G coupon is adequate.
