Hi,
I have a swimming pool with metal access ladders for swimmers to use. The pump room is far away. The only electrical equipment in the swimming pool are 24V submersible lights.
Is there any requirement for "earthing and bonding" of the metal ladders that the people use? It can never become live as there is no power point near it within 10 meters. Plus i think it's earthed enough already being in contact with a huge volume of water.

It is not at all a stupid question. I have inspected installations without any lights that people were getting shocked going into and getting out of the pool. Usually I found that the clamps were not bonded to the copper wire or there was a break in the bonding wire. The voltage was usually due to wiring errors in the service panel or voltage on the incoming neutral from the electric utility.
