Hello there,

I have an idea for local governments in Australia yet need to work out feasibility, and was hoping someone could help me.

So, if you have parking meters, whereby you put coins in machines (or pay by cards), is there a way whereby you could place a sensor in the parking meter, and it can automatically determine when a car arrives, scans its licence plate, and bills you automatically to your credit card. Could you have a sensor that reaches like 5-10 metres? And, could it determine when you arrive and when you leave?

Please let me know if you have any ideas in this area, regarding feasibility

All you need is to legislate that license tags should extend radially out from the non-driver side of the car.
... which would not please pedestrians.
... but if the parking tag comprised a barcode sticker on the rear window and windshield, maybe you could sell it.

Of course you'd be selling against simple honor system kiosks, which require no modifications to vehicles, and minimal labor to enforce.

If you can't do it from the meter itself, it's not worth doing. Any other option that requires things sticking out, or whatever, will result in broken parts, either intentionally or unintentionally. I just don't see being able to do want the OP wants from the meter itself, since it has limited field of regard that can be easily blocked by another vehicle parked slight;y off from the required space.
