What are some things to look for that may indicate quality of manufacturing when touring power transformer facilities? I know there's no replacement for having someone available with years of experience, but are there any specific checks or things to look for that may raise red flags during a site visit?

The best document for this is CIGRE Technical Brochure No 530, published in 2013, titled " Guide for conducting factory capability assessment for Power Transformers" You can get this from e-cigre.org. In case you are a CIGRE member, you can download it free.
