I am designing beams with web openings. Someone told me that he thought I could not have web penetration in beams that are part of a moment frame. He could not remember where he saw it though. Does anyone know if the code allows web penetrations in moment frames? Are there any special provisions for web penetrations in moment frames?

if the penetrations remove material near the neutral axis that shouldn't be a problem. depending on the size of the hole, you might need to frame around the cut-out.

I agree with RB. There is a bigger concern with a concentrated load near the opening. Check the AISC Design Guide #2.

You can't have web openings in "protected zone" of the beam for seismic connections. That's usually defined as the face of the column to d/2 beyond the plastic hinge location (see AISC 358 for more details).

That may be the code provision about which your friend / colleague is thinking.
