Does anyone know if there is any way to set the Apply Material dialogue to appear upon saving a new part in NX8.5? This would encourage proper material assignment in all new parts.

Specifically this is for NX8.5, Tc-managed.

A modification to the release workflow could pick up the MaterialMissingAssignments attribute, but it would be good to prompt for this beforehand.

You could write an NX Open program and have it execute when you hit any of the 'Save' buttons that would first check for the existence of the 'Missing Material' attribute and if it's found, run a script to bring up the Assign Material function.

BTW, I suspect that the reason the 'Missing Material' attribute even exists in the first place was to provide a user-accessible means to discover this situation. And you may have noticed that this 'system-generated' attribute is 'locked', meaning that it can't be deleted by the user. Therefore, it will always be there unless a material has actually been assigned.
