(OP)
Hi everyone,
I need help choosing the right SMAW electrode for welding Alform 700M High-Strength low alloy steel to A516, preheat, post heat, current and voltage ratings. any kind of hints is appreciated, as I'm new to welding.
Thanks in advance.

Once you understand the significant strength differences between the high strength low alloy steel and A516, you have to decide on the strength level of the filler metal. You can do this.
Now you are ready for qualification of a welding procedure to demonstrate you can weld the two base materials using a weld coupon with tensile (to confirm strength of the weldment) and bend testing (to confirm ductility of the weld joint).
You can use either AWS D1.1 or ASME Section IX for qualification of a welding procedure. If you don't have a clue what the above means - Seek Professional help.
