Does OSHA or NFPA limits the use of API 12F tanks in flammable service?
I wonder if this type of tank can be used to store flammables of NFPA rating:2,3,4; for example: toluene, methanol, etc.

No, the storage and handling of flammable liquids is regulated by specific standards as follows:
OSHA standard 29 CFR 1910.106 – Flammable and Combustible Liquids
NFPA 30
UL 142
Refer also to the list of reference documents included with above standards.

12F tanks work pretty well in those services. Look at using an inerting blanket, and put an Emergency Relief device in the roof hatch [manway]. I like ProtectoSeal 53300 [but everybodies work well].
