The City I'm working with requires a PIV following the DCVA vault. The site is such that the vault must be located a parking area and there are no feasible landscaping areas to locate the PIV. There is a landscaping area approximately 20 feet away but it is not located over the proposed fire-line location. Any suggestions for locating the PIV? Thanks.

Lose a parking space or two and landscape around it. If landscaping is not an option put bollards around it so nobody parks on it.
