I am looking for a resource that will help me better understand how a building on piles will respond to seismic forces.

Will the ground motion affect a building piles the same way it would a building with conventional concrete spread footings?

I have a new three story building that is located on a site with 11' of fill. The water table is 7' (on the North Shore of Long Island NY). There is no basement so the foundation is grade beams on piles.

Wind is more of a concern than seismic however I do want to better understand what will be going on with my building.

KevinChez - To better understand how pile foundations perform with seismic loading, a good place to begin would be with historical evaluations of damage. Here is a good summary of observations at various times and places:

Probably the most important concern is the connection of the pile head to the foundation. See this thread for recent developments:
