ISO 17020 accreditation

I would like to know about current practice for accreditation of inspection bodies acc. to IEC 17020. Who has a legal right to audit and issue accreditations ? If it is restricted only to national accreditation institutions or private ones can also obtain accreditation from "European co-operation for Accreditation" ?
What I see on website of EA is only one accreditation body in each EU country, but if it is restricted by the rules of EA or can be different in national regulations ?
It is strange comparing with certification acc. to other ISO standards, like 9001, 14000, etc. where many accreditation bodies work, including private ones.

It may be like this in theory and practice, but in real life it is completely different.
