Find below the text from what's new in NX9 / Drafting

Linear Dimension
Manually override the computed value of a dimension while creating or editing the dimension using the Override Dimension Text option in the Settings dialog box. This override option is available for all dimensions except driving dimensions and PMI dimensions.

Where is this setting to change the dimension while creating instead of using Menu/Edit/Annotation/Text ?

I think editing it afterwards would still be the better option.

While placing the dimension, right-click and access the Settings dialog ... expand Text, click Format, toggle on Override Dimension Text ... click OK to accept the warning ... click the icon that has now appeared ... enter your manual text ... DONE.

Hopefully, I went about it the long way,

RMB the annotation before placing it, select settings (see images) and it's in there.
