Regulations for modular home design and siting in Canada

(OP)
Hi again guys :)

I am just checking to see if there are any codes/standards other than CSA Z240 and NBCC (9.12, 9.18) that might apply to the design/erection/siting of mobile and modular homes. I see that Z240 requires gravel or granular material and 6 mil poly on the ground below these structures but I have rarely ever seen that done. Are there local practices/standards or site specific conditions that allow this to be omitted? I am thinking mostly of a residential application but I have also seen these units installed on piles over rough/wet grade on commercial/industrial and construction sites.

Thanks in advance.
