Which is better for injecting an existing wall horizontal construction joint against potential leakage, a hydrophobic or a hydrophilic urethane? We are rewaterproofing the exterior of the wall but we wanted a second line of defence,

Is there a good but concise specification available anywhere covering the injection procedure?

I use the two terms interchangeably, so I can't help you choose.
If it's a construction joint, it's more appropriate to use epoxy injection, as it fills any gaps with a structural strength material.
As far as a specification, I'm sure Sika (Sikafix HH) or one of the other big manufacturers have one handy.

Not nitpicking but please do not use Hydrophobic and Hydrophilic interchangeably. Hydrophobic stuff hates water(think of oil and water, oil is hydrophobic). Hydrophillic loves water and are readily soluble in it. They are complete opposites.

1. Should the joint be flushed out with water injected through the injection packers to clean out the joint and wet it down, before commencing urethane injection, or not?

2. I have tried to put together a concise spec for urethane injection. Please see the attached. Any suggestions or comments?

I don't know if you worked with this material before, but either way I would contact a manufacturer/contractor who has a lot of experience in using this stuff. Those guys have the experience and can help you avoid mistakes and really nail down your plans/specs, at least this has been my experience with similar polyurethane products.

a2mfk - yes that is what I would normally do, but am out of time...so I will do it after I send our client our "draft": spec, and the use the manufacturer's advice for the fial spec. Thanks for getting back.

Sikafix HH is hydrophillic and uses the moisture to set up and cure...
