I am reviewing a material certificate for some Duplex St.Steel forged bar and one of the values states -
Ingot Reduction = 6.4.

Does Ingot Reduction relate to the Forging Ratio ?
i.e. does an Ingot Reduction of 6.4 = Forging Ratio of 1/6.4 ?

Apologies if this is a basic question.

Yes, it is a 6.4 to 1 reduction ratio.
