Is there a way to display a 360 degree view on a drafting sheet, for example showing the entire tread pattern of a tire in a long rectangular view.

Try the "Unwrap" command

RE: 360 degree view in NX Drafting

Note that ewh is correct, but keep in mind that the 'Unwrap' command is not part of drafting and that while it can produce the information that you need, it will have to be done in Modeling as part of the Part file itself and then used in Drafting as something that you will need to manage the ability to see different parts of the model in different views. Such as the 3D model in one view while showing only the 'Unwrapped' curves in another view. This will probably require the use of multiple layers and then using the 'Visible in View' when creating the Drawing, something that is not all that intuitive if you've never done it before or you don't access to someone who can show you it's done.
