I am looking for something in the literature that speaks to the potential effects of chlorides on structural steel and any methods to remediate. We are evaluating a building that has experienced a fire and the issue has been raised that burning PVC pipe has deposited chlorides on the steel. It makes sense that the chlorides can hydrate and create HCL so I need to consider the feasibility of removing the chlorides if needed.

Carbon steel? No- aside from general corrosion, chlorides represent no special concern. Stainless steel? Chloride stress corrosion cracking is a potential issue.

CAB...too specialized. There's tons of info on the effect of using chloride accelerators (calcium chloride) as an admixture in concrete and how badly it affects the rebar; however, your application is somewhat isolated and I doubt that it has been studied due to its infrequent nature.

Burning PVC does not produce chlorides in a form that would significantly affect structural steel. A simple washdown would likely suffice. It is likely that you'll have to do some prep work for painting anyway and that should take care of any deleterious material that has collected on the steel.
