Source for historic FIRMs?

On the FEMA Map Service Center, they have a link to show historic flood maps, but for many communities no historic flood maps are listed (when I know they existed before). Any idea where to find outdated flood maps? I'd like to do some comparisons for a region I'm working in.

if this doesn't work, you might have to get on the phone to FEMA or to the City or county or even state agency that collects the firms

Your mileage may vary, but our local city engineering departments keep the previous maps even after new ones are issued. I believe they have 2 or 3 previous maps representing 15-20 years of development and growth.
