I'm looking for a small self standing ruler like the one in this link.

It will be used as a target to view though a surveyors level to measure the height of a moving arm. I need something with very small increments; .25 mm or .005-.010". It can be any height really since I only need a few inches.

Try a Combination Square. They are available at any home improvement store. In order to get increased resolution, you may need to replace the blade with one from a Tool & Die supply house.

Starret makes a rule with 0.01" divisions.

Starret may be pricey but they are king of line. When you use such precision equipment don't forget to correct for temperature deviations. Check out the owner's manual when you are to check the reference temperature to which this type of ruler was graduated.

A 6" steel rule with the increments you need and a magnet attached to the base......Cheap and cheerful.
