Will ASTM A7 Reach Full Plastic Moment

I am currently load rating a 1922 Steel Truss Bridge's Floorbeams. I'm assuming the floorbeams are ASTM A7. There are rumors around the office that steel this old can not reach its full plastic moment. I have found evidence that the fracture toughness is much weaker than A36, but nothing yet on plasticity. Does anyone know of any evidence for or against the rumor that ASTM A7 steel will not reach full plastic moment?
