I was wondering if i purchased blue prints for a 9 cylinder model aircraft radial engine and scaled every part by 3 times the original size, would the engine still run and what problems would i run into.

Not likely, and if it did not very well and not for very long.

Your clearances would triple.

Power would increase roughly 9 times, (3 squared) while strength increases by only 3.

Another issue would be cooling. 3 x length -> 27 x volume (heat generation capacity), but only 9 x surface area (cooling capacity).

Is the model engine a scaled down version of an original aircraft engine, if it is you could go back to the original engine for clearances and fits.
