saving toolbars and location

(OP)
I am using Rhino 5 on two (2) monitors, I have the viewports on one monitor and I have been draggin all my open toolbars and such over to the second monitor. Been working fine, but lately, Rhino is not remembering to open my toolbars and putting them in the previousl location that I had them set too. So, then I have to go back in and open each toolbar, command line, etc. for each file I open when I have several Rhino sessions going.

Did I accidentally hit a swithc or something? Anyone else have this issue? How can I lock down the position of my command line and toolbars forever once I have them set where I want? This isn't a setting that is unique to each Rhino file I open, is it?
