UCS-66 Governing Thickness for PP Groove with a Fillet Reinforcement

I have feet that are to be welded to a pressure vessel. The feet are contructed of plate material and is to be welded to a forged pressure vessel. The weld symbol calls for a partial penetration single-bevel groove weld with a depth of 3/8" with a fillet reinforcement of 3/4". Is the governing thickness for determining impact requirements for the groove weld as stated in UCS-66(a)(1)(-a) or for fillet weld as stated in UCS-66(a)(1)(-b)?
