Are the views Shaded or Follow Environment?

Check the view properties to see if it is set the way you expect.

If you want them to stay shaded then change from Follow Environment to Shaded, otherwise, set the overall display to Shaded mode.

Never use follow environment if you are making production drawings.

Well I changed to shadded on all the views and saved as a creo view file. When I opened the file it looked great. The problem is that the drawing is being opened though windchill for review, it is still coming up as wire frame.

Why would you make all drawing vies shaded? Drawings should be primarily no hidden lines, I only show one shaded view at most and it's usually a isometric view with no dimensions.

Well for most Drawings I generally use one shaded view but in the case on an instillation/routing drawing it is far more useful to have all the views as shaded.

Shaded drawings will have huge output files. You can control that with the config option:
drawing_shaded_view_dpi 200 (decrease for smaller files)

Also note that shaded view output has a large rectangular block for each view and if they are too close together they will overlap and one will be blocked behind the other. It is definitely not WYSIWYG.
