What you don't say is what the respective grade of pipe is between 9.5 and 13mm. If it is the same grade, then internal machining to reduce the 13.5mm to 9mm is acceptable as shown in the post above. If the 13.5mm pipe is made from a lower strength grade, then it probably is not. Also is the ID the same or the OD? If OD is the same then it is more difficult than if the ID is the same as shown in the first post by denlow.
What you need if the grades are different is a transition piece made of the higher grade material with one end 13.5mm wall thickness and the other machined at not less than 1:4 ratio to 9mm, then end prep'd in the same way as normal.

you have two options, first ( BS EN 1011-2:2001 page 12 ).
but ( BS EN 1709-1:2010 Table 1 is explain this matter clear )
