Since time histories are just a list of discrete data points, you could also just rotate each pair of horizontal data points. You could use linear algebra and attack the problem with a rotation matrix of some sort or throw them all into excel and fake it.
If this isn't an academic study or investigation of actual past performance I'd be concerned that you're trying to model an earthquake to this level of precision.
