The 2012 International Building Code (IBC) outlines how to obtain a building's seismic design category.
Does a buildings seismic design category (I through IV) imply a certain performance objective (i.e. immediate occupancy, damage control, life safety, collapse prevention)
to design towards.........or do all of the design categories simply imply minimum standards for life safety?

I think that you have your have your wires crossed on the seismic terminology. From ASCE 7-10 (which is referred to in IBC 2012) is a classification assigned to a structure based on its Risk Category (I thru IV) and the severity of the design earthquake ground motion at the site as defined in Section 11.4
