Also, can anyone please give me the definitive procedure to know when a particular code is in effect.
With B31.1 and B31.3 it is clearly listed in the beginning:

Almost all Jurisdictions across the US have a boiler safety web site with rules or regulations regarding compliance with ASME Boiler and Pressure vessel codes and standards.

Thank you for your feedback. I follow lots of your posts here and find you extremely informative....Ive found the applicable rules and laws for my jurisdiction here in the US. As a manufacturer i suppose we will be dependent upon our customer to supply code years and addendas as applicable to where ever the work we do ends up (which they typically do).
Being relatively new to the industry i find it interesting to see my local "rules" are just redundant transpositions of various sections of ASME code but do however, in the end, require an ASME data report. Why so much redundancy? I also find this over and over again with customer specs. Mostly just transposed code verbiage (and its not uncommon for them to screw up the original intent of the code), ultimately summed up with "all rules of ASME apply"
When additional requirements are necessary i understand but this constant re-writing of the code seems to be such an uneccessary waste of resources. As an everyday specification reader i can tell you i would much rather be directed to code books rather than the re-writes. (thanks for listening), Curious if my thoughts shared by others...

Thanks for your kind words. When it comes to state rules, you have folks that are legislators who approve rules with no real understanding and like to simply copy and paste information from recognized standards. I am actually sitting as a member of a boiler and pressure vessel safety committee for a state and we do try to draft rules using our code expertise and avoid redundant wording.
For contract documents you have lawyers and purchasing agents, so you can figure the rest out as to why there is redundancy.
