How can I choose filler metal for any dissimilar material welding?

A little more info would help, like materials to be welded, design code, joint detail, etc...
In general API RP 582, para 6.2 together with Annex A provides a good reference to get started with.

There are however lotsof other references on this subject, like filler metal manufacturer documentation.
