I'm dealing with six "electrical rooms" scattered through a building with a full 13 system but given their small size (the ones in the photo are mostly the largest "room") is it the intent of 13 to require sprinklers?
I don't think we are dealing with rooms.
From the 2002 edition:
8.14.10 Electrical Equipment.
8.14.10.1 Unless the requirements of 8.14.10.3 are met, sprinkler protection shall be required in electrical equipment rooms.
8.14.10.2 Hoods or shields installed to protect important electrical equipment from sprinkler discharge shall be noncombustible.
8.14.10.3 Sprinklers shall not be required in electrical equipment rooms where all of the following conditions are met:
(1) The room is dedicated to electrical equipment only.
(2) Only dry-type electrical equipment is used.
(3) Equipment is installed in a 2-hour fire-rated enclosure including protection for penetrations.
(4) No combustible storage is permitted to be stored in the room.
The equipment is not in a 2 hour rated enclosure.

On four of the six rooms there isn't room enough at the ceiling to fit a sprinkler in especially when you consider the largest "room" covers less than 1.5 sq ft of space.
In the larger "rooms" the farthest I can position a sprinkler away is maybe 8 inches.
When does a space become a room?

If it has a door put a head in there
If no door can a head outside meet all the rules to sprinkle that area, if not put a head in there
I think you are hung up on "room" instead of sprinkler through out

If not what section would you use to justify no head?
