Forgive my ignorance on the subject,

It is possible for pressure vessels to be wrapped with a steel wire under tension to increase the maximum pressure the vessel can withstand.

Is there are reason why this cannot be done with a fiber composite instead? Has it been done?

This is permissible using ASME Section VIII, Division 3. It has also been done with composite wraps.

If you have an existing vessel, and you're looking to increase the pressure rating, I don't think that would be a viable option.
