I was thinking about it today (while reviewing concrete): it treats anchors loaded in shear near an edge……but not re-bar. When you think about it, there should be some similarities. Even if the re-bar is completely developed, Appendix D limits the embedment length that can be considered (by 8*bolt diameter) for bolt failure in shear. I can see where the analogy wouldn’t hold up for tension (because re-bar is ribbed)…..but you’d think there would be some similarities in behavior for re-bar & bolts in shear.
There is the possibility that they are counting on reinforcement perpendicular to these bars distributing the load.....but no guidance to calculations to be sure enough is there. Still another possibility is: it’s just one of those things that won’t ever control.

That’s what would make sense. But Appendix D has always read to me like re-bar is excluded. For example, at one point it says this: “Reinforcement used as part of the embedment shall be designed in accordance with other parts of this code”. (Sect. D.2.2, ACI 318-05)
Its definition for anchors in this appendix doesn’t match re-bar.
