Can anyone point me in the right direction were the decides where the code break between BEP (B31.1. & NBEP (B31.3) Assembling ASME Sec 1 boiler. P&ID & LDT shows the piping upstream of Boiler External piping (B31.1)after the stop check valve is ASME B31.3. Authorized Inspector (AI) is adamant this piping should be NBEP (B31.1).

With only the information you have given so far nobody here can give you an answer.

What kind of plant is this? Power Plant? or Refinery/Chemical Plant?
If it is a Power Plant then all the piping could be B31.1.
However,what did the Client say he wanted as the Piping Code in effect for the project?
If it is a Refinery/Chemical plant then all the piping on the boiler side of the Stop Check Valve (SCV) would be B31.1 and all the piping downstream of the SCV could be B31.3 or B31.1 depending what the Clients wants. So you need to direct your questions to the information in the Client's BEDD (Basis for Engineering Design Document). If it is not there then you need to ask the Client for direction.

Agreed it would be easier if more information was provide. For power boilers, etc the ASME Section 1 definition is,

Boiler external piping shall be considered as that piping which begins where the boiler proper or isolable super­heater, or isolable economizer terminates at:
(a) the first circumferential joint for welding end con­
nections; or
(b) the face of the first flange in bolted flanged connec­
tions; or
(c) the first threaded joint in that type of connection;
and which extends up to and including the valve or valves
required by this Code.

Boilers are OTSG (Forced Flow Steam Generators)for the extraction of Bichemin Crude oil. The piping in question is located @ the steam sample skid which connects the steam outlet skid & the steam blowdown skid.

Your AI is correct. Non BEP from the BEP blow down laspersonas valve to blow down tank and drain valves to blow down tank. Feed I'm not sure,. Steam after BEP is not section I. Genblr

Boiler External Piping and Joint (BEP) - The ASME Section Committee B31.1 has been assigned technical responsibility

Non Boiler External Piping (NBEP) — The ASME Code Committee for Pressure Piping, B31, has total administrative and technical responsibility.

BEP must conform to B31.1 and NBEP can fall under B31.1 or B31.3 - the client/owner is the only one who can decide which code is applicable,

Specifically non BEP for blow down is
section I. Since it is after the BEP it to not the shop AI'concern but a field Inspector. Check and read the Section I where it is specified.
