Effects of welding "Regular Grade 60 Rebar"

Today at a job site, we encountered a problem.
Our firm designed Cast-In place concrete piles with grade60 rebar-cages, standard design.
Typically, the stirrups are tied with wire-ties to the vertical bars.
In this case, the contractor welded the stirrups to the vertical bars @ 6'-0" o.c. but did not use A706 weldable rebar.
I am trying to find any information regarding the problems or effects of welding regular grade60 rebar.

American Welding Society’s AWS D1.4 – Structural Welding Code – Reinforcing Steel details: This code requires that the carbon equivalent (C.E.) be calculated prior to welding.

It seems to me if welding was not stated then it should not have been preformed and if it was, i believe the welder needs special certification.
