Is there a way to change ALL of the anotations in an existing drawing in one go? I have to change the character font and size.

Yes...

You can select them all and change the font and character size in the style menu...

You can register a macro in this sequennce :
Click on the Edit Style icon
In the class selection mask, in the type filter, select annotations you want to change
Then click on select all
Change the annotations style using the load all default or changing single option.
