Flame Resistance Test NFPA 701

(OP)
I need to comment on NFPA 701 test results. My problem is I have never run the test. The closest is ASTM D6413. So here is my question. Does the flame touch the test article in NFPA 701? In ASTM D6413, the flame is placed right under the test article. But in NFPA, the burner is positioned horizontally. 1" away from the test article. I wonder if the flame is actually touches the test article. I guess it does but need confirmation. Thanks.
