Hi,

The wiring voltage for NEMA L6-20R receptacle is 250V based on the NEMA chart. Is 250V the maximum voltage that can be applied to the L6-20R receptacle? In other words, can I provide power to this receptacle from both 208/120v panel and 240/120v panel?

Not at the same time. The same style receptacle can be used for both 240 and 208 V. But there's no neutral, so there won't be any 120 V for either supply.
