I need a rough estimate of costs of piping (SS, 1.4301). I have all the data for PN10 - can I assume that PN25 will be more expensive by factor of 3?
What is a reasonable estimate for cost of Valves?
We are talking piping for liquids and slurries, not gas. All ambient temperatures.

Factor 3? Not sure, but I guess it all depends on certain aspects not covered in your post.
The anticipated size range for example will have a great influence on price factor. Up to DN40, PN 10 and PN 25 equal each other in terms of EN 1092 flanges.
Up to even bigger sizes, the required wall thickness (especially at ambient temperatures) will not greatly increase with increasing size range, so material cost for pipe and pipe components may not be that much.
Again, this all depends on your anticipated size range.
Furthermore, which inline components do you need in your piping system? Not that it will matter that much, but it may have some influence when e.g. ordering a flowmeter with a PN10 wrt to a PN25 flange.

The size range will be DN150 - DN300, most likely DN200.
Inline components - I'm mostly looking at valves, but flowmeters would be interesting to know know too.

I'd suggest to get some quotes for valves and flowmeters.
Furthermore, your MoC is interesting. Stainless flanges will cost more at higher PN-ratings due to their increased weight.
For other piping components like elbows, reducers, tee's, I don't think you'll have to pay a lot more due to the increased pressure rating.
