if I have a welding procedure approved to weld P8 material and a welder qualified to this procedure his ticket states range qualified is P1 thru P11,P34 and P4X does this mean he can weld P7 material?

Yes, depending on the filler metal. But also possibly not, depending on the requirements of the WPS for welding the P7 material.

the filler metal would be F6 the same.so all I would have to do is write a new WPS for F7 to go with the F8 PQR?

opps that's P7 and P8

You have to have a WPS qualified on P-7 materials - not simply writing a WPS. Assuming that the WPS will use the same process and an F6 group filler (peferrably with the same A-No.), your welder will be qualified to make the weld.
