ACI Appendix D - Edge distance at a cold joint?

We have an elevated concrete slab-on-deck bearing on top of a basement wall with L-shaped bars developed into the wall and deck to tie these two components together. Steel floor beams connect to embedded plates at the top of the wall. Is the edge distance limited to the joint between the wall and the slab, or can the concrete be considered as continuous to the top of the floor slab for the purposes of Appendix D calculations? My inclination is that you can use the concrete to the top of the floor slab because the reinforcement at the joint will act to resist forces from the embedded plate.

I would guess that the Appendix D source research did not test anything like that condition (my guess only) so I would think that in reality, at this time, know one knows for sure.
