Are there any official publications, recognized per code, that allow for less than the minimum edge distance for an anchor rod in a steel baseplate while providing a welded oversized washer? Assuming all other issue are resolved, what are opinions on oversized washers 'extending' the edge distance?

Can give a little more information? What kinds of forces are you resisting?

If it's the baseplate for a steel column subjected to nothing other than a downward gravity load then is there a minimum edge distance??
