what are the differences between UL/FM fire pump and just UL listed pump

If the pump was tested by FM at their research lab and approved, it will have the FM approval. Google FM and you can learn more.

are they any technical/safty issues between FM and UL or just question of approvals ?

Some will say an FM approval is more rigorous than UL. If you have a large client such as a Fortune 500 and they are insured by fm, they will want an fm approved pump.

The biggest issue I have found isn't so much the pump but the controller. FM will not approve a limited service controller but UL will.

As I know there are not so many limited service controler am I wrong?

I think the maximum size pump that a limited service controller can be used on is 25 HP.
