I was redlining another companies drawings and noticed that they didn't include very much in the way of truss notes or bracing info. There response was "it is not our responsibility".

Based on some eng tips discussions from previous years, and my own experience, it seems that it WAS common for the EOR to design and specify the permanent truss bracing. I seems the IBC 2009 has changed that to read that either the truss designer OR the EOR can design it. IBC 2303.4.3 pretty clearly states that it is the truss manufacturer who needs to design permanent bracing.

You are miss reading the code section. The EOR is responsible for the bracing. The truss engineer is only require to show where and by what method it is to be done. If the EOR wants the trusses design for the webs to be T or L braced, only than would this bracing would be done by the truss engineer. But the bracing for the chords is always the EOR, or others, responsibilty. Please note that the section you are refering to applies only to wood trusses 60 feet or more in span.
