Does ASME VIII require using ASME bolts on a bolted vessel

I have a 2 piece casted aluminum vessel that is bolted together at a center flange. This vessel has been given a u-stamp for years with no mention of the bolts. Inspectors at 2 different plant locations gave u stamp with no questions of bolts. Recently a new inspector is requiring specific ASME certified bolts to give u stamp. Can someone tell me where this is specified in VIII? Just when I think I have it figured out I read something else that makes me doubt....

UG12(a) says, in part, that "Specifications, supplementary rules, and maximum allowable stress values for acceptable bolting materials are given in the tables referenced in UG-23." UG-23 lists the following Tables, in part, as giving information for bolting: Table UCS-23 Carbon and Low Alloy Steel (stress values in Section II, Part D, Table 3 for bolting, and Table 1A for other carbon steels); Table UNF-23 Nonferrous Metals (stress values in Section II, Part D, Table 3 for bolting, and Table 1B for other nonferrous metals); Table UHA-23 High Alloy Steel (stress values in Section II, Part D, Table 3 for bolting, and Table 1A for other high alloy steels)

So it doesn't say you have to use ASME bolts. It just gives requirements for bolting, so it's easier to show you meet the requirements by using ASME stamped bolts.

Far easier, as you do not have to establish the allowables for non-listed material. See UG-4, UG-10.
