I am in Texas we have a contractor performing a NBIC repair on a coded vessel. The work was performed two weeks ago the AI signed the R1 today the name plate is being installed on the vessel after it was put in service. My question is is there any Code requirement that the AI witness the stamping or repair plate attached before signing the R1 form.

Clarification on the repair plate the AI signed the R1 two weeks later the plate was attached to the vessel after it had been in service for a week.

First off, if this is a pressure vessel, the State of Texas does not regulate it. No, the 2013 Edition of the NBIC, Part 3, does not address sequencing of how the Inspector performs their duties only that a Form R1 must be signed, if required by regulation or contract.
