I recently obtained a copy of ASME PCC-1 2000 Edition, Guidelines for Pressure Boundary Bolted Flange Joint Assembly. Is this a proposal for future drafts of the B&PV code? What is the meaning of the designation ASME PCC-1?

Read the forward of the document.  PCC = Post Construction Committee.  

This is the first document from a group that has been working to establish ASME standards for post-construction (i.e. after original fabrication) repair, alteration, and rerating of pressure vessels & piping after they have been placed in service.  Yes, I know that API-510 and NBIC cover some of this.  The PCC is working on a very comprehensive document that covers all types of issues that API-510/NBIC don't cover as well as to provide guidance on design, welding, PWHT, and testing details for conventional welded repairs.  As I understand it, once the PCC repair/alteration/rerating standard is issued API-501 and NBIC will refer to the PCC document and the equivalent sections in these 2 standards will go away.
